Benefits Manager

The University at Buffalo Foundation, Inc. (UBF) is seeking a Benefits Manager. The Benefits Manager will oversee all aspects of a fringe benefits program for approximately 600 university and business office personnel paid through UBF and its affiliates. The position will be responsible for supervising a support staff member. The Benefits Manager will also serve as the human resources contact for the UBF business office, helping recruit, develop and retain a team of approximately 35 employees. In this position, you will be responsible for:
• Administer and analyze organization’s welfare benefit programs, including health, dental, vision, flexible spending, disability and life insurance offerings
• Understand and administer organization’s 403(b) retirement plans, including serving as chair of retirement plan committee
• Coordinate application to and usage of New York Paid Family Leave and federal Family and Medical Leave
• Develop and implement education programs on retirement and other benefit programs for participants
• Conduct periodic orientations for new university personnel
• Educate and respond to ongoing inquiries from university personnel on benefit programs and offerings
• Oversee the annual open enrollment process
• Oversee timely distribution of notices to university personnel, including Summary Plan Descriptions, HIPAA, and COBRA
• Maintain relationships with benefits/insurance consultant and benefit enrollment provider
• Monitor accrual and usage of annual, sick, and personal leave time in accordance with policy
• Develop and maintain job descriptions, evaluations, and performance programs in a consistent format
• Lead recruiting efforts for open positions, including participation in interviews with applicable peers
• Monitor compensation packages in comparison to university and industry peer equivalents; recommend adjustments to senior management
• Ensure compliance with federal, state, university, and UBF personnel requirements and policies
• Organize and implement state and university mandated training and workplace education programs
• Advise senior management on organizational policy matters such as harassment, and recommend changes
• Address employee questions and help resolve work-related concerns
• Maintain organization staffing charts, employee handbook and human resource policies
• Develop, recommend and lead projects to keep up with technological advances
• Manage project and issues list with IT support team
• Create reports and provide meaningful data to Management staff and other University areas
• Oversee proper storage and security of personnel and benefit records, including hard copy and electronic information
• Increase use of electronic media to communicate with employees and university personnel
• Remain up to date on changes to laws and regulations that impact benefit administration
• Build working relationships with account holders benefit peers across the University
• Other duties as assigned
